Voting Services for California HOAs

Every election we run combines the voting services below under one independent inspector of elections, so a single team handles your ballots from printing to the final count. Choose a full package above or only the services your association needs.

Ballot printing and mailing

We design, print and assemble your election package in house, including the ballot, the two envelopes required for secret ballot voting under Civil Code 5115, candidate statements and instructions, and mail it with postage to every member at least 30 days before the voting deadline. Electronic and hybrid voting services

If your association has adopted electronic voting under AB 2159, members receive a secure ballot by email, vote in about two minutes and get an instant confirmation receipt. A hybrid election keeps paper ballots for members who prefer them while everyone else votes online, and both are counted together. See how electronic voting works.

Proxy review and handling

If your bylaws allow proxies, the inspector determines the authenticity, validity and effect of each one, as Civil Code 5110 requires. A proxy never replaces a ballot: the proxyholder still votes by secret ballot, and any voting instructions must be on a separate, detachable page (Civil Code 5130).

Ballot counting and tabulation

Returned ballots are received, registered and held securely until the meeting, where the inspector opens and counts them in public with electronic scanners and openers, as Civil Code 5120 requires. Any member may watch the count. You receive a written election report afterward, and ballot storage is included.

Independent inspector of elections

One or three independent inspectors oversee the whole election, from reviewing your governing documents and setting the calendar to reporting the result. What an HOA inspector of elections does.
