HOA Ballot Printing and Mailing Services
Last reviewed October 19, 2026 by the HOA Elections of California inspector team
HOA Elections of California designs, prints, assembles and mails election packages in house for homeowners associations across California, then receives the returned ballots, reviews proxies and counts the votes as your independent inspector of elections. One team handles your ballots from the print shop to the final tally.
What ballot printing and mailing includes
- Customized, in-house design of the nomination mailing and the election package
- Printing, assembly and postage, mailed to every member
- The ballot plus the two envelopes required for secret ballot voting under Civil Code section 5115
- Candidate statements and voting instructions in the package
- Business Reply Mail return envelopes, if you want them
- Voting reminders and an on-site ballot box, as add-ons
Mailed on the statutory schedule
For paper voters, the ballot and two preaddressed envelopes must be delivered at least 30 days before the voting deadline. We establish the calendar of events with you at the start, after a thorough review of your governing documents, so every mailing lands inside its window. To see the full sequence, use the election deadlines on our resources page.
Proxy review and handling
If your bylaws allow proxies, the inspector determines the authenticity, validity and effect of each one, as Civil Code section 5110 requires. A proxy never replaces a ballot: the proxyholder still votes by secret ballot, and any voting instruction has to sit on a separate, detachable page. Read more about how HOA election proxies work.
Receiving and holding returned ballots
Returned ballots come to us, not to the board or management. We receive, register and securely hold every ballot until the count, and in-office staff help members with replacement ballots, voting questions and election materials. After the election, ballots are stored with the other election materials for the period the law requires.
Paper, electronic or hybrid
Every election can be run with mailed paper ballots, secure electronic ballots, or a hybrid of both, so members who prefer paper keep receiving paper. Electronic ballots reach members by email and give each voter an instant confirmation receipt. See the electronic voting rules for California HOAs.
Public tabulation and the election report
We attend the meeting and count the votes in public, using electronic scanners and openers, as Civil Code section 5120 requires. After the meeting you receive an election report with the results.
Full election or mailing and tabulation only
Associations can choose a full election package (call for candidates, ballot mailing and tabulation) or ballot mailing and tabulation only, then add custom services such as a customized election website, Business Reply Mail envelopes, voting reminders, an on-site ballot box, an unsigned ballot solution or additional inspectors. Compare them on our HOA election and voting services page.
Have an election coming up? Tell us your association size, election date and whether you want paper, electronic or hybrid voting, and we will send a written proposal.
